Full time positions are established through a testing process. This process consists of a mandatory orientation, written test, oral interview, physical agility test, background and medical checks. This process establishes a list in which employees are numbered from highest score during the process to a score of at least 75%. This list is updated every two years or when the list is exhausted. Full time personnel are given an annual physical and biannual physical agility test to assure their physical readiness.

Part time positions are filled using a similar testing process but are hired on an as needed basis. Part time positions are paid an hourly rate for their call responses. Part time personnel are also required to work 2 evenings per month from 6 p.m. until 7 a.m. Two part time personnel may also sign up to work from 7a.m. until 6 p.m. during the weekend. Part time personnel are expected to maintain the same physical readiness as the full time personnel.
